Not sure if that would be possible with the current shared lock that AmIRC
uses when receiving a DCC.  This was done so that you can "stream" incoming
files.  So checking for a successful read lock when trying to send a file
you are receiving will always work.  Not sure if there is a way to check to
see if the file is currently locked in shared mode or not.  Though I suspect
that since it's AmIRC that's handling both sides of this situation, it could
figure out the names of any files that it has locks on.  May be more trouble
than it's worth though.

Just another one of those rare situations that doesn't happen all that
often, but when it does happen is serious enough to need some attention.
