I know this is kinda late, just got back from a climbing holiday. Even
if the ISP is hopeless at dealing with complaints, you can take it up
the next level, the ISP's uplinks or routers, and keep going up each
time, but it's more pot luck than anything else, but you never know, the
guy might be wasting that much resources and just waiting for that one
more complaint before taking action, etc. - it helps if you word it
nicely, view it from their perspective, it gives them a bad reputation,
it is taken up resources that could have been used for other, more
valued customers, and functions etc...
Just my two pennies.
