It "doesn't matter" but the user really does have both modes.. if you deop
them, they retain their voice.

But AmIRC winds op sorting such a user all the way to the top for having both
modes, followed by voices only, then ops, then normal users.

I agree that it's just a little annoying that someone with voice AND ops gets
sorted to the top of the list.. and as I'd mentioned in a previous post, I'd
rather like if we could sort voices AFTER ops in the first place, or to even
be able to sort the entire list alphabetical regardless of mode, or perhaps
even a mode to sort all voices/ops in one group and everyone else last so that
mixed voices/ops and voices+ops would show up in one alphabetical group.
