The Dept. of the Interior "Grazing service came into being in 1934,
In 1946 it was merged with the General Land Office to become the
Bureau of Land Management (BLM).
I guess that places the rig somewhere between 1934 to 1946, so your
initial guess of the 40's is in the right range.
