I think it's a speaker. See if you get a little click if you put an ohmmeter across the terminals.
I was imagining a label on it, saying "Der Loudenspeaker ist nicht fur gefingerpoken." These were found in an estate in a paper Cameradio bag on which was written "electro-static". Any that's all the clues I've got to give you. Any help appreciated.
