Yes- the new ARRL website isn't as user-friendly as the previous one, for it took me quite awhile to find out where they were hiding their ARRL publications such that one could easily retrieve previous QST articles.
Anyho- the path to ARRL publications is found under their Technology Tab, i.e. http://www.arrl.org/technology. Then once you are in this webpage, in the middle of the page - under ARRL and Technology and The ARRL Laboratory - you will finally arrive at the line that you are seeking, viz.
