Hi Wilse,
tell a bit more details, please.
What Windows 7 do you run, 32-bit or 64-bit?
Has your PC a physical COM port or a PCI card with 1 or more COM ports or do
you use a USB-to-Serial adapter? The USB-to-Serial adapters require Windows
7 compatible drivers.

What is the COM port number of your port? You can check that with the
Windows device manager, LPT and COM ports.

I have no problems with rotor steering via a COM port under Windows 7,
32-bit and Vista 32- and 64-bit via physical ports and also via
USB-to-Serial adapters (Prolific and FTDI).

There is a link "Vista and Windows 7 compatibility" on my website
www.dk1tb.de , Englisch page "Downloads" with detailed information.
