Ted, No, the first name assigned usually sticks. A few times they have initially assigned a name to the wrong object. Even in that case, they just swap the names around. Remember, it has a Russian callsign, so that is as logical a choice as another. Some programs such as SATPC32 allow you to change the designation to something else, such as ARRISat-1 or Ethel, if it suits you. ;)
