I changed the subject to the actual name of the program.  It will help people 
find it who can help.

Which satellites have you tried?   What is the program that works?  32 or 64 
bit WIN7?

Are you using a USB serial port?  Which chip set?  Have you tried increasing 
the CAT delay parameter?
SatPC32 hits the comms hard to provide precise control, and some USB ports, 
especially with 64 bit
drivers, can fail.
