[amsat-bb] SPROUT back to CW TLM

SPROUT is tracking nicely using keps for 2014-029E (39770) during the 2021Z 
pass, but the signal is quite weak. This pass is was back in CW mode, but 
the Doppler corrections, and weak CW, made for difficult copy.
