One thing that surprised me in the article was when they said "The Phase 1 CubeSats also can handle high-speed digital communications." My understanding had been that Fox Phase 1 would be low data rate and it would only be the Fox Phase 2 satellites that would support a high date rate (> 19200 kbs ?)
