This is a good example of why we need to set a translation manager for
each language (perhaps the most active individual).  If we have a
reliable manager for each language, they can accept translations from
the other team members of that particular language.  Once the
translation manager of a particular language accepts a submission,
they will verify that it is correct, and if so, pass it on to the main
translation manager which will then verify file correctness and commit
it.

If there is a manager for each language, this wouldn't be much of an
issue.  Sending many changes at once would make the most sense, in my
opinion.  Less risk of losing a particular translation.
