could we just create a 'Download' button that has to be pressed if you have no javascript, and if you have javascript, it would have the current behavior ?

indeed, there are websites with malware, but i don't think the malware is
often in javascript parts, it is more likely to be in ActiveX components, VB scripts and maybe Java. If you haven't enabled any of these, I'd think you
are safe.

If you like, you could use a popup blocker (included in all browser by now) to
prevent javascript from opening popup windows...

Me. Well, it supports but I've it disabled (as more people as you think)
because some webs has malware.
And if not... why not using standard html to make a simple download?
