Well, googling on the subject certainly suggests they are flash files. Mess.be has an FAQ (outdated) where they say that when 7.0 goes final, DDPs will be flash files, and on the msgplus forums, someone res-hacked MSN 7.0 and found this bit:

it does talk about DDPFlashPlayer. It's a little more evidence that they're flash files, but obviously, nothing really helpful to aMSN. I figured I'd send this, as at least it tells you where to start. I'm planning on learning tcl myself, but I have exams to prepare for and any learning time I would have, will be taken by revision, unfortunately.
