Not really - but if you search google for redirect.cgi and redirect.pl
you'll probably find something useful.
Randal Schwartz wrote a basic one for a WebTechniques articles several years ago. The article is also a good tutorial in how (and why) to use redirection scripts: http://www.webtechniques.com/archives/1998/05/perl/
