You need VHOSTINCLUDE instead of HOSTINCLUDE -- the Host is the computer
which asked for something, in this case 209.226.44.46 or 169.237.132.27.
The server which served it is the "virtual host".
By the way, the VHOSTEXCLUDE commands are superfluous -- the VHOSTINCLUDE on
its own throws away anything which doesn't match.
