Well, you can certainly count these as separate pages. Something like
PAGEINCLUDE http://www.acme.org/vce.acgi*
or whatever you want to match.

This is more difficult, because analog knows that the bit after ? isn't part
of the filename. You could perhaps choose a different delimiter, with
something like
FILEALIAS REGEXP:http://www\.acme\.org/vce\.acgi\$(.*)\?(.*) \
/vce.acgi$$$1.$2
(You need to use regexps because of ? having a special meaning in a regular
alias).
