Is 4.91 ready to come out of beta yet? Maybe it is time to stop working on
two sets of programs, and focus on one, especially if one fixes the
problems in another. What does 4.16 have (stability wise) that 4.91 beta
does not?

I'm not sure why this would be. But try 4.91beta. It makes better
assumptions about where the files should be. I'm not sure if that will fix
it, but it's worth trying...
