Computers can be in different time zones. If you are running Analog on a
remote machine, you may want the times displayed in the reports (Program
started at ...) to reflect your local time, rather than the local time at
the remote computer. (Imagine you're working in LA, and telnetted in to a
machine in chicago, generating reports for logfiles that were recorded in
GMT/UTC. You will use LOGTIMEOFFSET -480 and TIMEOFFSET -180 to make all
the time references appear local to LA.

I think you have that question the wrong way round. There are NO
advantages to running the IIS log format. W3C is always better.
