Remember that, by default, "hits" includes images. If Webalizer is configured to only count pages, that could account for the discrepancy. An 8:1 ration is not unusual for "total hits" versus "page hits". If the cache file is being added to itself, and it shows X hits today, it should show 2*X+Y hits tomorrow, where Y is the actual number of new hits.
