I've tried to create a gedcom file. One using the wizard, the second
one, simply with the function File-New

Both are formatting exactly the same EXCEPT the tags PLAC and FORM of
the header.

The one using the wizard is that way:
2 FORM Lineage-Linked
1 CHAR UTF-8
1 PLAC
2 FORM Hamlet,City,Zip_Code,County,State,Country
0 @B00001@ SUBM

The second one, so using File - New :
2 FORM Lineage-Linked
1 CHAR UTF-8
1 PLAC
2 FORM Hamlet, City, , Zip_Code, County, State, Country

Two differences. The latter adds a juridiction between City and
Zip_Code, and it adds a space before the juridictions and the comma.

This is a bug, as the behaviour should be the same.

IMHO, it should be :
1 PLAC
2 FORM Hamlet,City,,Zip_Code,County,State,Country
so no space between the juridiction and its comma, and a juridiction
between City and Zip_Code.
