Without seeing the source code, it is difficult to say.

-- does the file exist?

-- do you have the proper path to the file?

-- if it's not a file in your application's "home" area, do you have 
rights to work with the file, or to create the file in place you want?

-- if you are trying to access something on an SD card, does the 
emulator have the SD card image mounted?
