What exactly do you mean by "whether we can develop android application on
windows OS" ?
The SDK is in java and you can install Eclipse IDE with the Android Plugin
on your Windows computer and develop Android applications.
There is a Emulator provided with the SDK which lets you run and debug the
applications you develop.

You can refer to my site mentioned below and build your first Android
example application.
