I'm sure if you search this group for posts concerning BlueTooth around 
late August to early September 2008, you'll come across the posts from 
various Google people. The bottom line was that at the time, there was a 
new version of the BlueTooth library(ies) being used in Android, and 
they also need to consider some security issues, so they removed the API 
from the 1.0 SDK. They stated that they intend to return it, but they 
didn't want to have a half finished API that might need change in the 
1.0 SDK because they'd have to basically leave it there in that form for 
quite some time.
