Actually, I fixed it.  Stupid JVM was stuck thinking I got 1.4.2_03 when I got 
the 1.5 and 1.6 already.  it was a path issue.  As soon as I got that fixed, 
Eclipse worked and so did adding the Android portion.

try to download the ADT package and install from local archive.
Don't install the ADT directly from internet
