You'll probably be best contacting a specialist like Vocalink
(http://www.vocalink.com/en/Pages/Default.aspx). I heard they were
working on a similar project a year or so ago, but it was shelved
because none of the banks could agree on a standard infrastructure for
mobile devices.

One option might be to piggy-back onto the banking websites that most
banks already offer. Using Webkit to render the pages. This will,
however, mean that your app will be little more than a portal to
something people could already visit on their browser, which will make
it a struggle to add value to your product.
