Do you have any other plugins installed? Try again with a new, clean Eclipse install. Is the problem still there? I have a similar problem using Eclipse and the ADT under Linux: No Android preferences or "new project" option appear, even though Eclipse lists the ADT under installed plugins. It turned out the ADT wouldn't work together with the Subclipse plugin; as soon as I used a fresh install of Eclipse without any other plugin, it worked.
