i think it's safe to assume if it has google maps (the app) then it has the google SDK.

a) The Google Market Place Application (and also the other Google
Apps)

and

b) From the font menu button you can get to:
    [Menu] > Settings > Applications > Development >
        USB Debugging
        Stay awake
        Allow mock locations

Making sure the above are are all present will give you a phone
suitable for development of Android applicatons.
