I suppose this needs GPS functionality. I you are going to run this
application as a SERVICE (run on the background), would it drain the battery

that would be a bit of a security problem if you could do that. you could
write a simple peer-peer app that would need to be running on all
discoverable phones. of the the user needs to explicitly run the app.
