Hi, I also observed that my output folder only has Image.lz4 and not Image.lz4-dtb. You can try to point PREBUILT_TARGET_KERNEL to Image.lz4 and recompile the AOSP. It should work. I was able to flash and boot on a Pixel 3 at my side. Hope this helps.
