And, of course, as Megha suggests you can use Google project hosting. If your website is static and your application does not need a webserver to work, Google project hosting is definitely the best way to go.
I use a combination of Google project hosting, and my own, payed for hosting. I keep the code, bugs, issues, releases, and instructions on the [http://code.google.com/p/android-geocast/ google code site]. I keep the database, the java server, and the web accessible ui pieces on my own [http://android-geocast.com/ website]. This approach enables me to have multiple people working on the project, while still giving me enough control over what happens to it.
