You would probably need to have a custom radio receiver and appropriate driver, compile your own custom Android version and have an unlocked device to load it in to would be my guess.
Perhaps a USB device to do such a job might be appropriate? You could use the Google Development Phone 2 to do this if you loaded on 2.2 and used the USB on the Go stuff to actually allow the phone to act as a host. If you didn't have a USB device, you could use a Serial device and make your phone talk to it. That would be my recommended path. I'm sure it's possible, but surely not easy.
