If you need this app to work in the emulator, you have a few options. 1 - Search for "Radar.apk" or something and see if it's available online somewhere. Then just download it. 2 - It's apparently open source project. Get the code and build the APK yourself in the emulator 3 - There are hacks to get the Market app on the emulator (Google it).
