Incorrect - from the docs: http://developer.android.com/guide/publishing/licensing.html#runtime-setup "Because the standard Android platforms provided in the Android SDK do not include Android Market, you need to download the Google APIs Add- On platform, API Level 8 (or higher), from the SDK repository. After downloading the add-on, you need to create an AVD configuration that uses that system image. " ... "Several versions of the add-on are available in the SDK repository, but only Google APIs Add-On, API 8 (release 2) or higher version of the add-on includes the necessary Android Market services. This means that you cannot use Google APIs Add-On API 7 or lower as a runtime environment for developing licensing on an emulator." -- You received this message because you are subscribed to the Google Groups "Android Developers" group.
