We have discussed that there could be non-worrying reasons for the phenomenon (*), but of course downloads increasing and active installations not increasing may be as well the warning of a problem. For instance, you're advertising your application in such a way that users are really excited about it, but the app doesn't match their expectations; or they are searching for some feature that is in the app, but they can't find it (for an usability design problem). I suppose that in this case, sooner or later you also get a negative review, tough.
