When you don't set minSdkVersion/targetSdkVersion, it is considered to be 1 by default. One thing that does is convince the system you don't support all screen types: http://developer.android.com/guide/topics/manifest/supports-screens-element.html
So on a Nexus One the system will report a smaller screen size to your app and scale it up for you. This can throw off positions and change the performance of graphics.
