Best advise your users, through your dev page or a FAQ, why you can't allow "app2sd" when it has a home screen widget or some other constraint that prevents it.
Ignorant one-star ratings are a fact of life, as far as I can tell. No need to get worked up about it, but do what you can to alleviate the problem.
