I found this same error after I upgraded ADT 0.9.5 -> 0.9.9 and DDMS 0.9.5
->0.9.9 after Eclipse kept complaining to ADT 's latest version.Everything
was working fine before the update and for some reason I'm able to "Revert
Configuration" in Eclipse but not able to save it.

This looks to me the culprit at the moment and realized everyone who has
found this error has recently found in in Sep 10 making me believe it has to
do something with Eclipse/ADT or DDMS.
