Setting up the Eclipse environment correctly is not easy. I have done it 3 times now, and seen this error a few times.
I think that you have to install ADT first, and then use this to import the SDK. The other thing I vaguely remember is that the load preferences command looks for .zip or something else (.tar ???), and pointing it at a folder will not work - you need to point at the original zip file.
