Agreed, creating and keeping a POI database up to date is difficult. AFAIK Google Places is one attempt at a universal solution and there are others being considered.
Tell us, what particular POIs are you interested in and for what kind of use cases? What are the limitations of Google Places API (I haven't studied it)?
