RTSP "the protocol" has authorization features, closely resembling those
of HTTP.
Darwin Streaming Server (and the commercial version) support those.

DSS includes a sample authorization module that you can build upon, if
needed.
I can't say anything about which (if any) Android video players support
RTSP, including authorization, so do your own research.
