Turns out you're both right and wrong. Unplugging the phone did make the AVDs appear. However, no AVDs appeared at all with the phone plugged in, which is only 1.6. Apparently Eclipse won't show any AVDs at all regardless of version if the phone is plugged in. Nevertheless, you did solve the problem for me.
