Maybe it's easier to just ask: Did Google (or the device maker) already take care of any license fees for the audio/video codecs that are distributed with Android (or delivered as an extra codec by the device manufacturer or phone provider) and thus is the developer of an audio/video player that uses these codecs no longer required to pay any license fees?
