It's a good thought, but it requires that you assemble your beta group externally, which is nontrivial for an indy dev without some substantial public outlet (such as a popular blog). What the OP is proposing, I think, is for the app to be discoverable on the Market, but only to a limited audience.
I'd say you could achieve a similar effect by using the filtering tools the Market *does* offer, though. For example, Canada seems to have ~1% of the app sales that the US does, so if your app is aimed at the North American market, you could release it just in Canada first. You can also filter by device now, so you could (for example) just offer it to a few representative devices from each major OEM. A bit of care could give you a reasonable cross section of the Android population while still limiting the overall numbers.
