Hmmmm... You might check the SETUP_WIZARD_HAS_RUN setting in Settings.System. It says that "nonzero" means the wizard has run, and it is possible that this is actually some sort of timestamp. Unfortunately, the wizard is not part of the open source code AFAICT, so I can't see where that's getting set. Beyond this, my prior suggestions, or scanning stuff like MediaStore for the oldest dates, I'm out of ideas.
