No, sorry, not at this time.

At the 2011 Google I|O conference, they cited a bunch of changes to
the Market that would be forthcoming. While most have come to pass
(IIRC), one that hasn't is the notion of having a pair of extra data
files (up to 2GB) that can be downloaded in tandem with your APK. It
is possible that this would support your use case, but, again, AFAIK
it has not been released.

Download on first run, if your application needs Internet access anyway.
