Did you look at http://tools.android.com/knownissues ? We have information on either fixing a bad migrations or workaround actual bugs.
If you really want to use an older version: - Make a copy of tools r12/13 and of the platform-tools r7 - Upgrade one copy to r14 - download all the targets. - copy the targets (content of platforms/) into the sdk with the r12 version.
