imho this is a very vague statement. You can compile projects with a
1.5 or 1.6 target and still include the mentioned XML in the manifest
and users on 2.2+ will be able to move them to the SD-card.

As it is mentioned the copy protection mechanism will prevent this.

Simply compiling for 2.2 won't make an app "Move to SD-card"'able.
