No. The newly generated debug certificate will be different from the old one,
so if you try to install the app will be considered a different one. I need to
uninstall the old app (signed with the expired certificate) to be able
to install
the new one. If you need the data, pull it out from the data directory first.

And, if you don't want this to happen again same time next year, generate
a debug certificate manually with a longer validity period. Though I seem
to recall reading that newer ADT versions generate debug certificates
actually valid for more than an year. Not sure about this though.
