That's my impression too, and I ended up not using it because of its policy and unpredictable availability on actual devices (given manufacturer specific firmware variations), but perhaps it's worth a look just because it's (mostly) already there.
Other that that, take a look at various cloud computing platforms, their terms of service and pricing.
